L’instauration de la transition énergétique dans le Nord-Pas de Calais

Abstract : We present here a number of local authorities and intervening parties in the Nord-Pas de Calais region, striving to face the issue of energy transition, in the specific context of a mission entrusted to J. Rifkin. We show how this region, seizes the opportunity to put forward new ideas that will lead to a new movement. The way the different intervening parties of the region work and join forces is described synthetically. This mobilization and the making of consent that goes with it is based on the project of the « Third Industrial Revolution ». The comments expressed by the study groups and the local authorities on the Master Plan, make clear how they debate, adjust, enrich and alter trends. The final « travel warrant » is meant to be a very ambitious plan to transform a territory at different levels.
