Information et Action : For a dialectical theory of information_communication_action

Abstract : The theme of this essay is to study how people working in a company or in an administration, generate and use what is called "information". In particular, how this information is shared-communicated- between members of the organization to lead to a form of collective action. The premises are that information does not exist in itself, but is the result of a contextualization complex process and emergence in a system called "cognition". The model chosen to describe this process is a dialectical model. Dialectics is defined as a dynamic process of evolution from antagonistic elements, that produces the emergence of new properties. Various methodological tools are proposed to meet the Edgar Morin injunction : to think the complexity, without mutilating or manipulating, but within the realm of possibility for a manager of institutional organizations. The essay is divided into three parts. The first part consists of a renewed perspective, through the principle of emergent properties, of several apparently familiar concepts: complexity, information systems, organization, action, evaluation, etc .. The second part proposes a model based on a typology of organizational action on the one hand, and a classification of the process of generating knowledge and belief which is called cognition system, on the other hand. The third part extracts out of that model the elements of a doctrine of action and management adapted to the proposed informational dialectical perspective.
