L'Intelligence territoriale dans le champ des sciences de l'information et de la communication

Abstract : The French-speaking discourse in the sciences of the Information - Communication often takes refuge in the gloss on the complexity, constructivism or semiotics. One of the interests of the recent works is precisely to have taken complexity as an a priori categorical and to have investigated the modalities of its appearances in the territorial field. For example, the case of the " Bastia harbor extension project " treated by Julien Angelini, leads to the observation that " public debate is the emergence of the territorial intelligence. " The expression " territorial intelligence ", however fuzzy and polysemous it may appear reveals here its power. It is the association of intelligence, under all its forms, with belonging to a territory, under all its forms too. The application of an approach in territorial intelligence can be epitomized as " a comprehensive, qualitative, factual study, presenting characteristics of participating observation and essentially based on a collection of tangible traces of the production of information ", in the case of Bastia. Another study on citizens' participation of Bordeaux in the micro-decisions of setting-up of the streetcar is one more illustration of the implementation of the participative democracy as communication tool in a project of territorial development. This paper aims at confronting the conceptual contributions of the sciences of Information - Communication with field studies to situate the issues of territorial intelligence and the questionings that it raises at the crossroads of geography, anthropology, history, economics, sociology and politics. In all these fields of knowledge we find the classic problems of the sciences of Information - Communication: how to create the relationship, thus the trust, to facilitate access to data, to share information, to communicate and to interact.
