Politiques agricoles de développement rural et régionalisation : une distribution plus équitable des aides ?

Abstract : Agricultural subsidies with rural development’s objectives, according to some European discourses, should conduct to more cohesion and to the compensation of disparities induced by the first pillar of CAP. Does this really occur ? Since these subsidies are more and more managed by local state, does this conduct to more equity ? We analyze statistically original budgetary data about regional amounts of subsidies. We compare France, which is strongly centralized, with other more regionalized national cases. Under a criteria of interregional equity, we study the degrees of interregional disparities, then the links of regional amounts with regional indicators. Finally, under a criteria of inter-individual equity, subsidies distribution into same regional areas is analyzed.
