Abstract : Algerian universities knew important changes concerning the number of universities, students, lecturers and researchers. However, the development of teaching methods did not follow. In spite of the deployed efforts, the improvement of quality of training, and their outputs remained unsatisfactory. Algerian university has several constraints, concerning the adoption of information literacy. Amongst these obstacles: lecturers and students competences; as well as their attitudes towards change; the conditions of the libraries and the availability of computing facilities. Material and teaching means may easily be acquired. The most important, remains the adoption of an educational strategy of information literacy in Algerian universities. Algeria, as a developing country, needs more assistance from other developed universities, in order to apply the methods of information literacy. In the age of globalisation, it is necessary for the Algerian university, to improve the quality of teaching and learning strategies, as required by the Web era.
