PART DU CONSTRUIT SEMIOLOGIQUE EN INTELLIGENCE TERRITORIALE

Abstract : The thought, say Morin, is a trade between certainty and uncertainty and the latter is an increasingly constant concern within the territory. This one seeks in response in a new treatment of information, a proactive posture of anticipation for the risks and ruptures. However, the formal and explicit usual character of public information condemns this one to generally note the event instead of anticipating it. It is then necessary for Latour (1999) to give to the risk a “scattered hair”, i.e. to light it in the field of information by an approach much more semiological. De Saussure, Barthes or Eco gave us some keys of reading the sign. On the empirical asset of a re-gional experimentation, we identify the existence of semiological mutualized built characteristic with the concept of territorial intelligence.
