E-Learning et Normalisation : Des opportunités de contribution pour les pays émergents

Abstract : The world wide generalization of ICTs and of their application modes faces unadequate practices inherent to linguistic and cultural diversities among international communities. The current tendency towards a standardization of ICTs practices and STIs uses in E-Learning, considered to be a strategic contributor against the digital divide, butts against this diversity reflecting voluntary resistance for identity reasons, but also carrying an unbalanced role between actors of the information society: inequal access to resources, lack of awareness etc. This paper tries to highlight some key issues of this linguistic and cultural particularism of what to be known as “minorities” and opportunities which standardization could provide them according to various strategies in order to optimize their integration in the international process of E-Learning.
